IPOH: A four-year-old boy was burned to death when fire destroyed his house in Slim River here Friday.

Firemen found the charred remains of Muhammad Shahrizal Abdullah in the living room of the house in Kampung Lintah Tiong, Slim Village after the blaze was put out.

The remains were sent to the Slim River Hospital.

Slim River Fire and Rescue Department station chief Md Zin Mohd Saaidin said the fire broke out at 2.30pm.

He said the victim was alone in the living room at the time of the fire.

PETALING JAYA: Nobody is left out. Budget 2013 addresses virtually the full spectrum of stakeholders in Malaysia.

The poor will receive the financial assistance and services they deserve, while the middle class are offered some much-needed relief in the form of lower taxes and affordable housing.

There are proposals that will benefit Government employees, servicemen and policemen. Several sectors of big business get investment incentives and tax breaks, and so do the SMEs.

Chunks of Prime Minister Datuk Seri Najib Tun Razak’s Budget speech, which he delivered in Parliament yesterday as Finance Minister, were on women and the young and the old.

Others who stand to directly gain from the Budget measures include paddy farmers, individual investors, owners of pre-school and childcare centres, hawkers, Indian students in estates, athletes, entertainers, and school bus operators.

Why, even angels – angel investors, that is – are among recipients of the goodies.

The inclusiveness is an acknowledgement by the Government that everybody has a role to play in securing Malaysia’s prosperity.

“It is proven beyond doubt that the Malaysian economy is centred on the rakyat. It is the outcome of the vision and aspiration of the rakyat. It is a testimony of the hard work of the rakyat,” said Najib in his speech.

“The economy is the contribution of the rakyat in urban and rural areas, professionals as well as blue-collar workers, farmers, labourers, farmers, smallholders, fishermen, teachers, lecturers and artistes. The economy is supported by civil servants and entrepreneurs.”

Therefore, the Budget’s theme is “Prospering the Nation, Enhancing the Well-being of the Rakyat: A Promise Fulfilled”.

Najib said the Budget was designed to improve the rakyat’s quality of life, ensure sustainable economic growth, spend prudently and reduce the fiscal deficit. The overall objective, he added, was to prioritise the well-being of the rakyat.

“The Government will ensure that the rakyat enjoy excellent services and get maximum benefits from the implementation of development projects and programmes,” he said.

The focus is on five areas: boosting investment activity; strengthening education and training; inculcating innovation and increasing productivity; fiscal consolidation and enhancing the public service delivery; and enhancing the well-being of the rakyat.

Many of the Budget’s highlights came under the fifth area of focus. It was also the most anticipated part of the speech.

The Dewan Rakyat livened up, with the lawmakers thumping their tables, as soon as Najib began speaking about measures to improve the rakyat’s well-being.

A notable proposal is the lowering of the individual income tax rates by one percentage point for the chargeable income brackets of up to RM50,000. As a result, 170,000 people will no longer have to pay tax, while the rest of the taxpayers will enjoy some savings.

Another tax measure is a proposed hike in the real property gains tax to curb speculation in real estate, particularly in urban areas.

Najib also announced a RM1.9bil allocation to build 123,000 affordable homes in strategic locations next year.

The Government intends to spend RM591mil in 2013 on several measures to reduce the crime rate, such as setting up a police unit for motorcycle patrols to watch over housing areas, and installing about 500 CCTV cameras in 25 urban areas to deter street crimes.

To boost investment activity, the first focus of Budget 2013, key initiatives include promoting domestic investment, intensifying SMEs, turning Malaysia into a global integrated trading hub for oil and gas, enhancing agricultural activity, stimulating the capital and financial markets, and developing bumiputra entrepreneurs.

A major element of the Government’s plans for fiscal consolidation and to upgrade public service delivery is proposed improvements in the Malaysian Armed Forces service scheme.

On Malaysia’s economic performance and prospects, Najib said growth this year was expected to be between 4.5% and 5%.

“In 2013, based on the prospects of an improved global economy, the Malaysian economy is forecast to expand strongly between 4.5% and 5.5%,” he added.

The Budget will allocate RM252bil for development projects, programmes and measures. Of this, RM202bil is operating expenditure, while the rest is development expenditure.

The Federal Government’s revenue collection next year is estimated at RM209bil. Given these estimates, the fiscal deficit is expected to fall to 4% of gross domestic product in 2013 from 4.5% in 2012.

So, nobody left out in budget 2013. The purpose of Datuk Seri Najib for this progress because of he wanted to improve the citizen's quality of life, ensure the citizen maintain the gowth of economic.

In short, the purpose of Prime Minister to carry this progress in order to ensure the citizen are equal and nobody left out in budget.

Article 3: Public now can track progress on complaints online 

KUALA LUMPUR: Complainants in Selangor can check the progress of investigations online without going to police stations, said Minister in the Prime Minister's Department Datuk Seri Idris Jala.

He said complainants just needed the report number to monitor the progress of investigations, including whether anyone was arrested or charged in connection with their complaint.

“We are probably the only country doing this and we are also working closely with other enforcement agencies from New York and Hong Kong to improve our policing,” said Jala when responding to concerns raised on the crime rate by Bar Council president Lim Chee Wee during a question-and-answer session at the International Malaysia Law Conference 2012 here yesterday.

Jala, who is also Performance Management and Delivery Unit (Pemandu) chief executive officer, said the counter rating system, which was a pilot project launched on Oct 25 last year at Selangor police stations, also provided room for feedback on the services by just pressing buttons on a special machine at the stations or by sending SMSes.

“This puts the station and the officers concerned under the microscope to evaluate the services provided to the public,” Jala said, according to Bernama.

He disclosed that of 49,000 people who responded, 87.1% had said that they were very satisfied with the services rendered.

He told the conference that a similar system had been installed at the Kuala Lumpur City Hall, the Selangor Immigration Department, the National Registration Department and Putrajaya Corp.

At another session, blogger-cum-lawyer Azhar Azizan, better known as Art Harun, said the media was not a threat to national security but rather a community network.

Social media he said, to a certain extent, was good at publicising and making things more visible.

“Actual activism must be supported by an underlining organisation. It requires a leader and working committee,” he said.

Women's rights and HIV/AIDS activist Datin Paduka Marina Mahathir said that how a person used social media was important in deciding whether it generated opinions or otherwise.

“How you conduct yourself is as important as your cause. If you want to be an opinion-maker, you have to develop your personality,” she said.

She noted that it was important to create space online for discussions but said users should not pay heed to “rude and bad culture” both in the online and real worlds.

Therefore, the citizen used social media was important to everyone when making a decision. Journalism

This is my semester two and I taking Diploma in Mass Communication at INTI International College Subang. I'm taking five subjects during this semester two. One of the subject is Introduction to Journalism.

What is Journalism? Journalism is the practice of investigate, report events, issues and trend to the mass audience of print, broadcast and mass media such as newspaper, magazines and books, radio and television stations and networks, blogs and social and also the mobile media. In addition, as a journalist is to provide their readers and audience with accurate, reliable information they needed. Besides that, there are many different jobs in journalism. For instance, news must be involved with researching stories, writing new and features stories, shooting photographs and video, editing stories, checking facts, planning issues, and laying out pages. This is what I knew with Journalism, since my lecturer just taught us all of that.

My lecturer for this subject is Mr. Khairul Irwan. He told all of us to call him as Mr.K. So, I do call him as Mr.K. He used the two hours class for lecture and one hour class for tutorial. I prefer the two hours class the most because during this lecture class, I would not feel any stress while I just needed listen to lecturer and concentrate when our lecturer is teach in front the class. For the one hour class, I feel a little stress because we needed to complete the assignment within this 1 hour. My broken language is English and I very poor with speak and write.

During our first class, Mr.K gave all of us a phase test which contains the grammar. He taught us how to use the correct grammar. I prefer Mr.K be my English teacher when I was in Primary and Secondary school's teacher. If do so, I can sure that my English will be better than now. When Mr.K taught in front of the class, I can understand with the grammar that he taught.

For our second class, we started our lecture. Even though I do not understand some of the information on the slide but I will refer all of it at night before I sleep. Seriously, Journalism made me feel stress all the way because of my broken English. I do not have the confident can answer the question with good English when my final exam is coming soon. Especially the article given by Mr.K on Tuesday class, I do not know how to complete the question and it is my first assignment and it contains marks.

This subject is more with writing and speaking so correct grammar to use in article is very important.  Thus, I promised myself to work hard with this subject even the other subjects are important too.

Last, my expectation for this class is having fun soon and no more stress. I also hope that this subject can pass with a grade B, and I'm satisfy with it.

About Me

Part One: Since I was young

I was born on the Eleven day of the month of October, on the year of the chicken, 1993, at Hospital Bersalin Cina Kuala Lumpur. My parents named me as Chen Siew Yoon. I have a semi-curly hair, big eyes, shorter nose, half thick lips and dark skin but I still satisfied with those facial features of mine. 

In my family, I'm the eldest child and I have a younger brother. Before the age of nine years old, I had many beautiful memories during my childhood, but after age of nine years old until ten years old, I had some bad memories during my childhood. Sometimes I feel very sad and wanted to cry because of some bad things during my childhood. I do not willing to remind and recall those happen again.

Even my childhood had a little unhappy, but as long as I learnt how to be strong due to continue my life with some happiness and happy things. So, I have learnt to be more independent and to be stronger day by day. Since I was a kid, my mother always taught me some moral value in order to I can be a morality person in my future. 

Part Two: When I grow up

I'm a joyful, simple and a romantic but I'm shy and talk less girl. I'm friendly and good to everyone even I talk less with others. This is because I afraid of get closer to others. I do not know why I being like this but since I was young, I already afraid of it. Besides that, I difficult to get into a new environment such as meet some new friends, change dwelling place, change to new school, college or work place and many others.

The most of the shortcoming I have than the advantages I have. I have a very bad temper, stubborn, barbaric, overbearing and less confident. In addition, I'm a very persistent person, but sometimes persistent is good and sometimes bad. Soon, I hopefully can cover my entire shortcoming and I want to do the more advantages I have. 

My horoscope is Libra. Libra is a very friendly, caring and helpful person. For the entire Libra girl, they only release their bad temper to the person that they care the most; otherwise they only entertain the person they do not care with casual. This is my attitude since I was young but some of my friends who do not really understand and know me, they will think of me is a very arrogant person. For others friend who do know me and understand me very well, they will try their best to inclusive.

The advantages that I have are helpful, respect to elders, caring and kindness. I like to help the people who are in a terrible situation. Sometimes, I do follow my mother to go to orphanage and aged home to take care of them. My mother and I went there twice time for a month. Since my mother is a good cooking in dishes, so when she been there, she will cook some delicious dishes and bake some cake for them. She always taught me, we should be a caring person and take care of the eldest people. Therefore, we should respect to them too. Yes and so, I got all the value that my mother taught me.

My favourite stuff is Ferris Wheel and Eiffel Tower. I love Ferris Wheel because when it stop on the higher of the top place, I feel around me was silent, is very comfortable and I can feel the clouds drifting across the side of my face. I love Eiffel Tower because for me is a sign of romantic so I do like it too. Both of those stuff, I hope can been there with my partner when I grow up. It's very romantic for me.

My hobbies is walking around the beach, find something delicious food around especially the bakery and dessert, shopping with friends, have a tea time with friends, and find some nice travel place for my vacation. I enjoyed the moment and time with my family, friends and my partner. They always fulfil my life with colourful. Sometimes, I do like to sit at outside of my house after raining. This is because I hope can see the rainbow on the sky. 

I appreciate of my life now as a pearl deeply in my heart, even my childhood had a little unhappy been through but I still alive. Be stronger and independent.
